How do we offer church to those who can't gather again but aren't digitally connected?

Please help me dream, think, pray.  I'm sure this is a circle that needs squaring in every village and town in the country.

Shielding people have been "strongly advised" (some doctors have used much stronger words) to mostly stay home, not go into other people's homes or buildings and not get closer than 2m to other people for the foreseeable future - this is the guidance for after shielding 'pauses' at the end of July.

The current estimate is that this will be over £1m people!!! It could be more, for example I thought I'd be deshielded but doctors have decided it's better to be safe than sorry, so it could be over £2m people

Many of us are happy online, have been thriving online for many years and have found a new freedom as everyone else has realised the potential for working from home.  We will benefit from more online churches and churches that offer online content.  This will be an area of pioneering growth and I'm excited by it.

But what about those who don't like online church? Those who aren't comfortable online?  It could be for reasons of technology or poverty or disability or preference.
How do we serve them?  How do we reach them?

What about those who have built their lives around the physical church and now can't be physically present in church.  They can't worship at physical services or go to social groups or even go to home groups etc etc etc.
How do we recreate church and community in a way that works for them?  How do we minister to them?

What about those who've never had a connection with church but have always had a busy life being physically present and now can't and don't like online?
How do we meet them?
How do we share the good news with them?
How?

This isn't just a theoretical problem.  This is real.  There are people in my own community who are in this situation.
Does anyone have any ideas?
